According to history, Cheung Leung made the game as a means to fund his country's wars. The first version of the game did not use any numbers but used the first eighty characters that are found in a poem called the Thousand Character Classic. The poem was utilized in teaching young children in the country to read and write.
When the game reached the United States, it became known as the Chinese Lottery and was quite famous even though gambling was prohibited in the country. Gambling related activities were generally approved in the U.S. in 1930 although the lottery was still prohibited by the existing law.
